New Mail-In Passport Renewal Program!

Effective April 15, 2019, the U.S. Embassy in Riyadh and Consulates General in Dhahran and Jeddah can receive adult passport renewal applications by mail in partnership with SMSA Express. Please carefully follow the ” Renew an Adult Passport – by mail” instructions below.

You are required to use the Passport Wizard to complete your application.  Please bring your printed application to your interview.  Handwritten applications will not be accepted. Making use of the Passport Wizard allows us to process passports more quickly, meaning they are returned to you earlier.  Be advised that forms must be completed and printed prior to your appointment.  If you do not bring the necessary completed form using the Passport Wizard, we reserve the right to ask you to reschedule your appointment.

At this time, all applicants must apply for a passport in person.  Mail in options are only available in the United States.

The Consular Section receives passport applications and sends them electronically to the U.S. for processing. Most passports are returned from the U.S. within two weeks.  To avoid delays, we ask that American citizens renew their passports in a timely manner, at least two or three months before the passport is due to expire.  Please plan ahead.

In cases of emergency travel (life, death, medical emergency of an American citizen only), please first schedule an appointment and then send an email to the ACS section at whichever post you are applying to with a detailed explanation as to the nature of the emergency.  Riyadh – riyadhacs@state.gov; Jeddah – jeddahacs@state.gov; Dhahran – dhahranacs@state.gov

 

What Service Do You Require?

Please carefully follow the below instructions. Failure to do so could result in a delay of your renewal application or the return of your renewal application.

Mail-in applications are possible if you can answer YES to all of the following conditions:

• Your U.S. passport was issued within the last 15 years;
• You were at least 16 years old at the time your most recent U.S. passport was issued;
• Your most recent U.S. passport is not damaged/lost/stolen and you are able to submit that passport;
• You use the same name as on your most recent U.S. passport, or you have changed your name and can submit legal documentation to show this change;
• You can be without your U.S. passport for 3-4 weeks. While the passport application is undergoing processing, the Department of State will have your passport.

The mail-in application option is provided for your convenience and cannot be expedited. If you choose this option, we strongly recommend that you make copies of your passport and Saudi visa. You should place one copy at your residence and carry a second copy on your person in the interim, particularly if you do not have an iqama.

If you cannot meet all of the above conditions, you will need to appear in person to renew your passport.

If you answered YES to all of the above statements, and wish to renew you passport by mail, you must submit the following mandatory documents:

1. Your current U.S. Passport book (No exceptions).
2. Form DS-82 passport application; completed, signed & dated (must be in English):
• Print out and write legibly in block letters;
• All applications must be filled out in black ink;
• Box No. 5 on DS-82 application: Social Security numbers (SSN) are required on all passport applications. If you have never been issued a Social Security number, you MUST submit a signed and dated “Declaration of No Social Security Number” in addition to your application.
3. One passport sized (5cm x 5cm) photograph. See our photo requirements here.
4. One cashier’s check in Saudi Riyals—see below.
5. A prepaid return SMSA airway bill (you may purchase your airway bill in person at the nearest SMSA office).

Prepare your payment: A cashier’s check issued by any bank in Saudi Arabia in Saudi Riyals made payable to the “U.S. Embassy.”

Passport application fee:
418 SAR or $110 for Passport Book ONLY or
532 SAR or $140 for Passport Book AND Card

Important Note: The U.S. Embassy and Consulates General can only receive a cashier’s check for a mail-in passport application. If you are applying in person, you must pay with cash (U.S. dollars or Saudi riyals) or by credit card

SMSA courier fee: 160 SAR (mail-in and return fee combined) paid directly to SMSA.

Note: Old passports will be canceled and returned with the newly issued passport.

Processing Time: Mail-in passport renewals take 3-4 weeks, so plan your travel accordingly.

If you can submit your most recent U.S. passport book and/or U.S. passport card with this application, and you were at least 16 years old when it was issued, and that was less than 15 years ago, and it has not been lost, stolen, mutilated, or damaged, then you will fill out the DS-82 passport renewal application through the Passport Application Wizard. Please bring the following with you on the day of your appointment:

    1. Confirmation of your ACS appointment;
    2. Printed passport application from the passport wizard (Form DS-82) (PLEASE NOTE: If you do not bring the completed form, we may have to ask you to reschedule your appointment.);  please note that all applicants issued a Social Security Number must provide it on their passport application forms;
    3. Most recent U.S. passport, and if expired provide a valid identification (e.g. driver license, military ID card, foreign passport, or other government-issued photo ID), with photocopies;
    4. One (1) recent (taken within six months) photo sized 2 inches x 2 inches (5cm x 5cm) with a plain white background. Remove hats and glasses, and face the camera directly. Find complete regulations on photos here. The Consulate must reject any photographs that do not meet the specified requirements;
    5. Passport book renewal fee: $110 (or 418 SAR) payable in cash (U.S. dollars or Saudi riyals), or by credit card. Checks cannot be accepted.

Fees:  Renewal of an adult 10 year passport: $110 (418 SAR)

Passports for children under the age of 16 require the child AND both parents to be present.  If only one parent is able to come to the Consulate, the parent who is not present MUST submit a notarized form DS-3053, granting consent for the child’s passport application.  Please bring the following to your appointment:

    1. Confirmation of your ACS appointment;
    2. Both parents’ valid passports, with photocopies;
    3. Child’s passport application printed from the passport wizard (Form DS-11) (PLEASE NOTE: If you do not bring the completed form to your appointment, we may have to ask you to reschedule your appointment.); all applicants issued a Social Security Number, including children under 16, must provide it on their passport application forms;
    4. All of the child’s current U.S. and foreign passports, with photocopies;
    5. Child’s original U.S. birth certificate or the Consular Report of Birth Abroad certificate, with a photocopy. If the child was naturalized in the United States, please bring the original Certificate of Naturalization, original foreign birth certificate, and an English translation of that document;
    6. One (1) recent (taken within six months) photo sized 2 inches x 2 inches (5cm x 5cm) with a plain white background. Remove hats and glasses, and face the camera directly. Find complete regulations on photos here. The Consulate must reject any photographs that do not meet the specified requirements;
    7. Passport book application fee: $115 (or 437 SAR equivalent) payable in cash (U.S. dollars or Saudi riyals), or by credit card. Checks cannot be accepted.
    8. Age Progression Photos: If your child was issued a passport as a newborn (i.e. under 12 months), their appearance has changed a lot in the last five years. We may need to see additional photos that cover that period and help connect the child with the passport photo taken as an infant.  Please bring printed copies of photos with you to your appointment.  You will not be allowed to bring cell phones with you into the Consulate.

Fees:  Passport application for a minor aged under 16: $115 (437 SAR)

For adults applying for your first U.S. passport, or if this is your first passport application since you turned 16, please follow these easy steps:

  • Fill out the DS-11 passport application through the Passport Application Wizard. Please PRINT YOUR APPLICATION upon completion.
  • Bring the following with you on the day of your appointment:
    1. Confirmation of your ACS appointment;
    2. Printed passport application from the passport wizard (Form DS-11) (PLEASE NOTE: If you do not bring the completed form to your appointment, we may have to ask you to reschedule your appointment.); please note that all applicants issued a Social Security Number must provide it on their passport application forms;
    3. Proof of identification (e.g. driver license, military ID card, foreign passport, or other government-issued photo ID), with photocopies;
    4. Proof of U.S. citizenship (e.g. original/certified copy of U.S. birth certificate issued by a government office, a Certificate of Naturalization, Consular Report of Birth Abroad, or previous U.S. passport), with photocopies;
    5. One (1) recent (taken within six months) photo sized 2 inches x 2 inches (5cm x 5cm) with a plain white background. Remove hats and glasses, and face the camera directly. Find complete regulations on photos here. The Consulate must reject any photographs that do not meet the specified requirements;
    6. Passport book application fee: $145 (or 551 SAR equivalent) payable in cash (U.S. dollars or Saudi riyals), or by credit card. Checks cannot be accepted.
    7. Evidence of presence in the U.S.: First time adult applicants with a U.S. birth certificate may be requested to provide evidence of their mother’s presence in the United States at the time of their birth. This might include; hospital records, parents’ school transcripts or employment records, old passports/visas, or other secondary evidence of citizenship.
    8. Age Progression Photos: If your last passport was issued more than ten years ago or when you were a small child or newborn (i.e. under 12 months), your appearance has changed a lot in the last several years. We may need to see additional photos that cover that period and help connect you today with the younger person in the passport photo.  Please bring printed copies of photos with you to your appointment.  You will not be allowed to bring cell phones with you into the Consulate. 

Fees:  First time application for an adult 10 year passport: $145 (551 SAR)

Passport Pickup

Passport applications received in Saudi Arabia will be issued by domestic passport facilities in the United States and it will take approximately two weeks for the passports to arrive at the U.S. Embassy or Consulate General where you submitted your application.  Please plan ahead.

Once the new passport is available, the applicant will be notified via an automatic email.  No appointment is necessary for pick-up. Below are the various pick-up options:

  1. In person pick-up: Bring receipt showing payment and previous passport if it has not yet been cancelled (holes punched in the cover). Children are not required to appear to claim their passports, and we ask that only one parent come to pick up.
  1. Representative pick-up: Bring receipt showing payment and signed simple letter from applicant granting that authority. Previous passport will be needed if it has not yet been cancelled (holes punched in the cover).
  1. SMSA Passport Delivery Service: NEW! At the time of your interview, you must:
    • Fill out a contact form indicating your desire to have SMSA deliver your passport.
    • Confirm with a SMSA representative via phone which SMSA branch location will be used to deliver your passport (SMSA rep will call you).
    • Pay 80 SAR directly to SMSA at the time of passport pick-up.

The processing time for a new passport generally takes two weeks, after which delivery of the new passport will take 24 hours within the geographic areas of Riyadh, Jeddah, Dhahran, Hail, and Qassim. Passport deliveries in all other geographic areas of Saudi Arabia will take 48-72 hours.
