The Saudi General Authority on Civil Aviation (GACA) announced that beginning June 16, 2021, all airlines must ensure that all non-Saudi citizen passengers have enter their immunization data into the Saudi vaccination registration system “Muqeem” before arrival into Saudi Arabia.  The vaccination registration website can be found here https://muqeem.sa/#/vaccine-registration/home.
